Just to avoid confusion, changing **LOG_ER to LOG_WA** is sufficient ti fix
this ticket. No other fix required.
In these scenarios, need to check whether any application component on
old-Active node is taking time to complete the cleanup process and amfnd is
just waiting for the component cleanup to complete.

During a SMF test that includes cluster reboot we can see the following ER
message in syslog:
ER Two active controllers observed in a cluster, newActive: 2020f and
old-Active: 2010f
