In scenario of ordered cluster shutdown ("/opensafd stop"), currently opensafd
orders AMFND to terminate AMF components which includes IMMND before opensafd
stops AMFD. if at this time AMFD still has jobs to update IMM, IMMND
termination will cause the AMFD's jobs not be executed. Sometimes, AMFD alos
tries to reinitialize with IMMND during shutdown, which is not neccessary.
