Changeset : 8603( 5.2.MO-1)
4 node cluster without PBE
Summary - Application went into unstable state and campaign execution could not
complete while expanding the cluster using campaign
Steps:
1. Brought up an NPM application with 5 SUs
2. Using campaign add a 3rd payload PL-5 to the cluster
