The OpenSAF timer implementation needs refactoring. Faults in the existing
implementation have been identified: ticket [#2248], and another fault is
suspected to also be related to the timer implementation: ticket [#2278]. The
implementation is messy and doesn't look thread-safe. Rather than trying to fix
the issues in the existing code, the suggestion is to re-write it in a cleaner
way.
