build: Move all AIS C header files to a common subdirectory under src [#2472]
This simplifies the directory structure and build system by collecting all AIS
header files into a separate subtree. It also paves the way for features like
[#2448] where we wish to always install all AIS header files even though not all
the OpenSAF services are installed.

To make implementation of tickets [#2448] and [#2471] easier, update the source
directory structure so that all AIS C header files are moved into a common
directory src/ais.
