If the controller is a VM, we have a parent/child relationship like
safEE=Controller,safEE=Host,safHE=hardware,safDomain=plmDomain
In this case plmcd is running on both the host and VM, but plmd is only running
in the VM. A race condition exists here as to which plmcd request is handled
first: the host or the controller VM. If the host comes in first everything is
OK. But, if the VM comes in first, PLM will think that the host EE has not
instantiated yet, and will shutdown the VM! Now we are stuck!
