osaf: create C++ abstractions of AIS C APIs for IMM [#2558]
1) Encapsulates the existing C IMM AIS APIs into C++ classes.
2) Simplifies parameter handling and handles try again mechanisms.

OpenSAF C APIs as defined in AIS are often complicated to use and it easy to do
mistakes.
For the IMM APIs, create C++ classes that simplifies usage and handles parts
that often leads to redundant code like TRY AGAIN loops.
