Running `clmtest` sometimes get failed because of not handling
`SA_AIS_ERR_TRY_AGAIN`.

> (9), expected SA_AIS_OK (1) - exiting
This ticket intends to create CLM APIs' wrappers that internally handling try
again error code same as `immutil_` stuffs.
