imm: immxml-merge tool taking long time with huge count of classes, objects
[#2663]
Instead of writing as string the new changes write the data as objects
in to a merged file.

Service failed to be started due to immxml-merge takes long time due to
opensafd timedout.
**Issue:** At local node, immxml-merge needs ~8 minute to complete the operation

This can merging time shoudl be immproved to avoid opensafd timeout.
