There is a problem with the current #2542 safe cluster reboot related to a
"window" in nid at cluster reboot where some services are started before imm.
If e.g. SC-1 is not fully rebooted and some services are still running, e.g.
dtmd and at the same time SC-2 has rebooted and restarts:
2017-11-06 20:25:42.316 SC-2 osaffmd[186]: WA Two active controllers observed
in a cluster, newActive: 2020f and old-Active: 2010f
This problem is easily reproduced.
A patch that adds a configurable delay on all nodes except the current active
node at cluster reboot solves the problem.
