As per discussion with Lennert Lund these changes will be done with complete
refactoring of CCB operations and the changes are tracked with # 1398.

SMF tried to create the same smfRollbackElement again and leads to
SA_AIS_ERR_EXIST.
This defect is an extension to "#2584"
