When more than 10000 objects are stored in saImmOmAdminOwnerSet/Release/Clear,
SA_AIS_ERR_LIBRARY is returned.
The correct returned error code should be SA_AIS_ERR_NO_RESOURCES.
IMM has a limitation of setting 10000 objects per admin owner set/release/clear
calls.
