After active NTFD processes the requests of ReadInitialize or ReadNext, the
active NTFD does not update the standby NTFD. Therefore, after switchover
completes, if ReadNext is continued to call, or it is called the first time
(following ReadInitialize), the API will return BAD_HANDLE.
