Currently, the expiration of a takeover request is fixed. We should make it
configurable via fmd.conf
eg
+# Used with split brain prevention, this controls
+# the expiration time of takeover requests (unit is seconds)
+export FMS_TAKEOVER_REQUEST_VALID_TIME=20
