Consider the case where an application level NWayActive SI can run on 3 SUs (on
3 separate PLs), and saAmfSGNumPrefAssignedSUs/saAmfSIPrefActiveAssignments are
set to 2.
Initially only PL-3 and PL-4 are assigned active for this SI. Then SC-1 and
PL-5 are split into a separate network partition and SC-2, PL-3 and PL-4 in
another.
PL-5 will be assigned active during the split.
When the network is merged, AMFD thinks there are only 2 assigned SUs even
though there are 3.
