Timeout on the admin operation is already set to large number. Add retry on the
timeout could make things worse. It is better to check why OI takes time to
respond to IMM in such case. So, I will set this ticket to invalid.

Currently, there is no retry on the admin operation utils when getting timeout
or bad handle. If that is the case, the execution of the campaign will get
failed as showed in below syslog.
