Steps to reproduce
1. Create an 2N PI. Application with 2 SU1 and SU2. Sleep 60s in csiSetCallback
for HA_ACTIVE.
2. Lock then lock-in SG.
3. Add sleep 30s in instantiation script of component of SU1.
4. Unlock-in SG. (SU2 is instantiated but SU1 is instantiating)
5. Wait 25s then unlock SG.
6. After component of SU1 is instantiated. The amf-adm unlock SG returned while
SI is ASSIGNING ACTIVE to SU2.
