amf: remove SUSI assignemnt of dependent SI during failover [#3049]
When lock node invokes on active assignment. The dependent SI
follow with sponsor SI move to QUIESCED. There is a case that
the active assignment for sponsor is happening on remain SC node.
And that remaining node was down. The remove SISU only happen for
sponsor SI.
The fix is to remove SUSI of dependent SI.

Steps to reproduce:
1. Deploy 2 2N app with SI dependency (SI1 depends on SI2).
2. Make active assignment on STANDBY SC-1, standby assignment on ACTIVE SC-2.
3. Lock node SC-1, SI1 -> QUIESCED then SI2 -> QUIESCED.
4. Make AMF stucked/hung when do ACTIVE assignment SI2 on ACTIVE SC-2.
5. Reboot SC-2.
6. After SC-2 come up. AMFD coredump happens on SC-1.
