amfd: fix coredump during downgrade if delayed failover is enabled [#3078]

If delayed failover is enabled, and a downgrade to a version without #3060
occurs,
then the standby running a newer version with #3060 may complain about an
out
of sync error during warm sync.

**Status:** fixed
**Milestone:** 5.19.10

Step to reproduce:
- Startup cluster at commit 586579ba335777357db7ea5ecbbefa3babb2fc0d (latest)
- Enable DelayNodeFailover (set
osafAmfDelayNodeFailoverTimeout/osafAmfDelayNodeFailoverNodeWaitTimeout)
- Reboot active sc (sc1)
- Run "immadm -a safAmfService -o 99 safAmfService" on sc2 (now it's the
active), verify failover_updt > 0
- Build OpenSAF without #3060 and #3072, load the software on sc2, reboot sc2.
Now sc2 comes up and running OpenSAF without #3060 and #3072
- Issue switchover
- amfd on sc2 crashed as following

2019-09-04 22:13:40.222 SC-2 osafamfd[323]: ER failover_updt counters mismatch:
