dtm: close unused log streams [#2642]
Providing a new option '--max-idle' to configure the maximum idle time
of logtrace streams. If a stream has not been used for such time, logtrace
server will close the stream from its database.

Consider closing and freeing resources for log streams (except mds.log) that
have not been used for a while (probably because trace was disabled using
SIGUSR2).
