The problem happens in the scenario of upgrade, where legacy mds sends message
to new (flow control) mds.
The upgrade goes fine if the message is not fragmented.
If the message is fragmented, the first fragment has protocol_version encoded,
thus the new mds is able to distinguish. However, the problem comes within
second fragment onwards, as there is no protocol_version in the fragment anymore
