If mds user enables MDS_TIPC_FCTRL_ENABLED, at this moment, memory is allocated
at mds_dt_tip.c. The mds_tipc_fctrl_portid.cc allocates another buffer, copy
the original msg to new buffer for retransmission. This ticket reduces twice of
memory msg allocation to once if MDS_TIPC_FCTRL_ENABLED is enabled.
