The feature Spare System Controllers was implemented in #79, and release in
https://sourceforge.net/p/opensaf/wiki/NEWS-5.0.0/
However, it's not documented in any documents. OpenSAF_Extensions_PR.odt can
used for documentation, as similar as "Absence System Controllers"
