rde: avoid dual active controllers in relax promotion mode [#3188]
- Node already give up promotion has set role to QUIESCED should
not promote active anyway, it will cause dual active controllers.
- Node fails promote active to consensus with error exist should
set role as QUIESCED if current its role is UNDEFINED.

Due to #3108 and #3173, one controller get promote in relax mode even not seen
peer yet.
It breaks expected behavior of relax mode (arbitrator unavailable, only promote
if seen peer)
Need to revert #3108 and #3173 and make new solution to avoid dual active
controllers.
