lgs: not invoke saAmfComponentErrorReport() [#3197]
Should not invoke saAmfComponentErrorReport() to AMF
before exit with failure.
In case invoking, AMF don't know how to handle it.
And logd does not start again.

The log component is a core component (server proccess). It is not can not be
restart as a normal component by AMF. So log component should not use
saAmfComponentErrorReport() to ask AMF to restart.
