attach a patch to use AMF to reboot all duplicated act/stb amfd. It works to
reboot all 10 active SCs after rejoins but causes immnd coredump some times

Configuration:
- Create a cluster with 10 SCs
Steps:
- Split all SCs separated
- all SCs become active controller
- Rejoin all SCs
Observation:
- Most of the time all SCs reboot as each SC finds itself as duplicated active
controller with one the other SCs. This is expectation
- Sometime one SC does not reboot, the other SC reboot but they are failed to
start up
