In situation of multi partitioned clusters rejoin, sometimes a node in a
partition detects the available of IMMD from other partition and does not
become headless (not introduce again, not reboot). Moreover, fevs message
numbers from IMMDs were different between partitions, in case of highest
processed number of an IMMND on a node was much higher than fevs message number
from IMMD from other partition, when merging, fevs messages that come from new
IMMD can be discarded by IMMND as they are considered as DUPLICATE FEVS.
Solution: When received fevs message number from IMMD is much lower than
highest processed number in IMMND, IMMND will introduce to IMMD again
