In situation of multi partitioned clusters rejoin there maybe more than 2
active IMMDs in the cluster and current IMMD can be paused and not process any
further message in the mailbox. With current implementation, when CLMS process
a node up message, it will update IMM runtime info before sending checkpoint
data to standby CLMS. However, as the IMMD has already been paused before, the
IMM runtime info update will be hung then there is no check point data sent to
standby CLMS.
