When the campaign finishes, at the time of commit reboot active SC-1. The
standby SC-2 takes active roles and smfd starts procedure thread. Due to some
objects/entities was deleted when campaign do complete action. It caused the
init procedure thead failed and cause campaign failed

SMF should ignore modification SmfUpgradeProcedure::addStepModifications() if
the procedure in complete state.
