Step reproduce:
1. prepare cluster only SC
2. change healcheck periodic of ntfd to 1s
immcfg -a saAmfHctDefPeriod=1000000000
safHealthcheckKey=Default,safVersion=4.0.0,safCompType=OpenSafCompTypeNTF
4. reboot node
5. osafntfd will be crash after node startup ~50s
