amf: Correct the version of csi attribute message [#3296]
In ticket 3255, the csi attribute message was changed its format without
updating the message version.
This ticket will update the message version and warrant the backward
compatible.

When running a cluster that each node have a difference version of OpenSAF, the
amfnd will crash in the csi attribute callback. It has appeared since the
[ticket 3255](https://sourceforge.net/p/opensaf/tickets/3255/). In this ticket,
the csi attribute message has changed format that cause the amfnd crash when
decoding . Because the ticket 3255 was released in OpenSAF 5.21.06, the OpenSAF
5.21.06 is non backward compatible.
