>From #3349, ntf will remove un-processed logger records out of queue after a
>timeout value.
With current behavior, this timeout value cannot be configured. This can be a
challenge for log service as
it also has similar removal mechanic, but its timeout value can be configured.
In case log is configured and has higher timeout then ntf, there's a chance
records got removed, which is not appropriated.
For flexibility, a configurable variable is introduced.
