If this timer is intended for the case when proxy has faulted and 
proxied is in the orphan state, then saAmfCtDefClcCliTimeout attribute 
in the proxied component configuration can be configured for this.
If proxy fails, AMF will not report any fault on the proxied component 
till this timer is running. Hence proxied component will be servicing as 
such with its assigned
role. Once any other proxy component registers the proxied component, 
AMF will stop the timer. If no proxy registers the proxied component in 
between, then AMF will report fault on the proxied component and it will 
be cleaned up followed by recovery and repair.
