    Where can I find these logs ?

The Log service write logs to the directory given in the log root directory 
(logRootDirectory).
You can find the path by using the following command on any node in the cluster:

# immlist logConfig=1,safApp=safLogService

Then you will see something like this:

    Will sending an alarm notification using the ntfsend command also write to 
these logs ?

Yes, when sending an alarm notification (using NTF service) the alarm is 
written to the alarm log.

    Will writing to the notification log stream cause a notification event to 
be sent to the payload and controller nodes ?

No, you must use the NTF service to create such a notification. Also only alarm 
notifications are automatically logged
