For "overall failover timeline", all the entities coming across the path of 
failover should be considered.
- Fault detection: FMS
- Fault propagation: RDE
- Fault recovery: AMF (AMF Director, AMF Node Director)
- Fault recovery agents: Applications

The complete failover path is FMS->RDE->AMF->Applications.
[I assume that the calculation of downtime starts from fault detection(by FMS) 
till AMF provides CSI assignments to all the applications successfully. If the 
calculation of downtime is from fault detection(by FMS) till AMFD, then please 
ignore applications.]

Changing the priority of directors/servers/node-directors is also system 
dependent(kind of system load, applications(of different priorities) running, 
etc.) and need fine-tuning accordingly.

 We are trying to increase the speed at which OpenSAF will recognize a 
failover, and respond accordingly. We have begun adjusting the following 
parameters in support of our overall failover timeline:
 
 1. Tipc link_tolerance
 2. rde.conf parameter RDE_DISCOVER_PEER_TIMEOUT (default is 2s).
 
 In addition, the OpenSAF documentation 00-README.conf, appears to show the 
following for the RDE director:
 
 1. OSAFRDED_SCHED_PRIORITY 0
 2. OSAFRDED_SCHED_POLICY 0 (SCHED_OTHER)
 
 Is there any additional documentation available that discusses the RDE, and 
these default settings? Is there any documentation that show specifies how to 
tune these (and possibly other) parameters in order to achieve timelines? For 
example, are there minimum values that we should not go below, etc.
