these are T1_R_BLOCKS, and this particular use appears to be acks that are used when an APDU spans multiple TPDU blocks. (in the case of R-Blocks, the alternating sequence bit is 0x10, not 0x40)

There appears to be a description of T=1 in chapter 9, section 2 of EMV's "Book 1", freely available from <http://www.emvco.com/cgi_bin/detailspec.pl?id=5>, but not redistributable.
