It isn't used on WIN32, HKEY_CURRENT_USER\Software\OpenSC\ConfigFile and HKEY_LOCAL_MACHINE\Software\OpenSC\ConfigFile are used there instead. IIRC the reasoning for this was simply that the registry was the Windows way.
