They do have, by definition. That's what the TLV in
SC_FILE_EF_LINEAR_VARIABLE_TLV stands for. The code is not complete
(complete handling would also handle all variants of 
{CYCLIC,LINEAR_{FIXED,VARIABLE}}{,_TLV}) but at least it's correct.
