Is this related to the limitation of SCM readers?
As I said in [1] SCM confirmed it is a USB descriptor bug on their
side and their readers can support a full length APDU.

I updated [2] my CCID driver [3] to ignore this limitation. This will
be present in the next release. A snapshot is available at [4].
