You need to point to the directory where openssl is installed; it should
have an include/openssl subdirectory as well as a lib/ subdirectory.

E.g. if you've configured openssl with --prefix=/foo/bar you should run
engine_pkcs11 configure with --with-openssl=/foo/bar.
