I don't understand your question. The directories html.out and man.out are created by the mv command at the end of the rules. if man.out already exist (from a previous make) then the mv will create a man.out/man.tmp directory. The next (3rd) execution of make will try to move man.tmp in man.out/ but man.out/man.tmp already exist and the mv command will fail. Does that answer your question?
