I can also recommend git-shell and simply handling repository access
with unix users, groups and ACLs.

This is configurable. Email validation can be required before users
are allowed to change content in wiki and tickets. Combined with
OpenID it's actually an incredibly simple to manage _and_ simple to
use system.
