I don't think Debian will provide both packages. Debian sid still have 0.11.13 (0.11.14 is not yet released). Debian should freeze soon (in June according to the rumor). So it is too late for such a change (according to the package maintainer). I understand your feelings. What you can do is propose packages yourself for the different distributions you want to support. But that is a huge task.
