Yes, it is a Debian only issue.
The bug is release critical (RC) so shall be fixed before squeeze can
be released.

I will comment on the bug report.

Why should the package name be changed for 0.12?
Can't libopensc2 still be used instead of libopensc3?

I think Debian should drop OpenCT after Squeeze.
