There is a simple approach.
Readers with automatic speed settings seem to return:
dwFeatures: 0x00010030
....10 Automatic ICC clock frequency change according to parameters
....20 Automatic baud rate change according to frequency and Fi, Di
params
01.... TPDU level exchange
Ludovic, is the dwFeatures consistent over CCID readers (as this seems
to be the case)? Then we only need to test the presence of ....20 in
dwFeatures.
