It looks like a light marking the entrance to a canal, where the navigatable waterway leaves the natural river and enters into an artifical canal. Two of them marking the left hand edge of the canal. Further up the canal on both banks are opening_to_righ, opening_to_left and keep_to_mid-river notice boards.
