I don't think that you'll find global bathymetry available anywhere. In the EU, the INSPIRE project has resulted in the release of some bathymetry data in the public domain: un-gridded coastal bathymetry from the United Kingdom Hydrographic Office, which is not suitable for navigation, is available at http://aws2.caris.com/ukho/mapViewer/map.action - select Bathymetry from the drop-down. I presume other European Hydrographic Offices contribute similar data.
You could also have a look at MEDIN: http://www.oceannet.org/finding_data/ , though I'm not sure that either of these will give you exactly what you're asking for. That's one of the most important problems of sea map projects. Probably, at some day the data will be opened.
