I can only speak from experience of using them, not from the point of view
of any formal definition.

By 'facilities' I would understand things like a power hookups; shower
block; a shop selling tins, toggles and toothpaste; bar/restaurant
slipway/lifting gear; posh yachtie clothes; etc. In order of importance.

The most basic I've used was in the Hebrides: some bollards to tie up, and
a single shower in a farmer's shed (spotlessly clean, leave 50p in the
matchbox). I'd hesitate to call even that 'no facilities', but I'm of the
hair-shirt sort: ymmv.
