It's not part of OpenSG, but of Visual Studio, mine is in Vc7/bin.
Apparently in newer versions it has been replaced by vsvars32.bat, which
is in Common7/Tools. It sets the PATH, INCLUDE and LIB envvars, which
you can also do by hand in your Cygwin shell resource file.

Ah sorry, that's mentioned in INSTALL: for VS.Net you have to add the
--enable-win-localstorage option to configure.
