I just committed it (Source/Tools/OOCProxyBuilder in the 1.x tree). It's
not terribly smart, but it gets the job done.
The whole point is for it to be usable for arbitrarily large models and
therefore it works out-of-core as a separate tool instead of a GraphOp.
There is already a GraphOp (Split) that does similar things, if needed.
